Anyone knows about 16?

So I found this thing in Saint's Row Graveyard and I find it really looks like it has a backstory.

Does anyone know where this 16 is from? Are there other numbers? Thanks

(btw i'm probably not the first person to find it but when i search for 16, it only apears relative to levels and coordinates)

 

This is a very outdated hint relating to the graveyard's Boss Altar - signs like this would say how many ingredients you'd need to access the bossfight. Given that you now need 8 rotten flesh (and I think it outright says that above the altar? haven't checked in a long time), this is pretty outdated.

Yeah it says how much you need to activate it and has a picture of the item (like a picture of string and an 8for orange wybel cause wybel fluff has a string skin and you need 8)

 

remember the good old days when we needed to grind for rotten flesh for like half an hour to fight the boss and just get killed by it and you rage quit
