Lost soles quest

I wanted to start the quest but I don't have the abbyso galoshes, does anyone know how I can get them back?

 

have you done beneath the depths? if not go do that
if you have, there are a few options: they may be on your feet and you didn't realize, they may be unidentified (level 60-64 legendary boots) in your inventory, bank, or for some reason on another class, or they may have been deleted somehow in which case try /fixquests to get them back
