Archer/Hunter Level 70 Archer

I want a level 70 archer build that can carry me to level 80. I would prefer a spell-spam build, thank you.

 

Something like this should be good enough at level 70 https://wynndata.tk/s/rn7akz its a bit glass cannon-y though Edit: oops Reminiscence might be hard to get. Could take Lazarus' brace instead for some regen I guess.

You could always just get someone high level to help you do Tower of ascension and Reincarnation. Bob's mythic bow and the champions set should easily carry you to 80 or even 90.

 

So if I complete TOA and recarnation, I just swap my gears with the new ones and keep the accessories?

Pretty much. You could also just work in what kind of accessories you like. Besides Photon and the Royal storm amulet the rest won't have that much of an effect. You could skip the bow though if you like. It's not as important as the champion set. Maelstrom or Clairvoyance will probably be more up your alley for spell spamming.
