Why Won't Javier Talk To Me Again In "beneath The Depths"?

I have already went into the cave and gotten the ocean treasure (I have tried doing it 5 times) but Javier won't talk to me when I go up to him with the Ocean Treasure. Does anyone know how I can get Javier to talk to me?

Hes not feeling it today, work was long. Try again tomorrow once hes had his coffee

 

It told me to check the depths of the ocena cave thing, even after Ive gotten the ocean treasure.

in that case you've missed a trigger. Try entering the cave again and see if it changes.

 

It happened to me once (maybe twice). Just re-enter the cave WITHOUT USING MOVEMENT SPELLS WHILE ENTERING. if you do, you will miss a quest book trigger.
