    Okay i don't know much about legacy items, but boat passes have been "removed".
    This however only seems to mean you can't buy new boat passes, but you still retain your old ones...

    My question is:
    Would this be like the shrubs in 2B2T, where they are able to be bought just because they are limited?

    I guess that yea soon or far away in the future boat passes will be worth a bit of money as collection items, so id hold on to them for the legacy value or just the money value it might have in like 5 years
