Shaman/Skyseer Lvl 85-90 Best Build

Someone give me their best Skyseer build for lvl 85-90 Budget is 23 LE. Preferably a build that takes advantage of high intelligence and agility with decent defense.

 

This is far from the best, but here's a good spell spam + high walk speed build for level 90. The rolls for the spell costs on demon tide do not matter except for 4th spell cost, where if you want 1 mana uproots, you need at least -34% cost for that. A good suppression might be expensive, so feel free to switch that out with a mana regen ring like a second photon if you can't find a decent one.

Just be aware that you will die very easily, so be careful.
