Map Leveling System

I say on the website map that there are suggest levels on which town or region you go to. What do the levels mean? Are the average level? Combat level? Total level?

 

For regions with monsters, they're probably the average level of the mobs. For towns, I'd guess its about the level of the areas around it, but I'm not sure.

Generally when people refer to level, they mean combat level unless said otherwise.

 

in most cases it's a recommended level for this area (required lvl for discoveries is usually 5 levels lower, e.g. Light Forest has a recommended level 70 but you can get the discoveries at 65)
