What's An Efficient Way To Gather Low-lv Materials?

I'm finally starting to do stuff with my housing island and I have a great idea, but I need an absurd amount of blocks. Specifically oak wood, stained glass, and wool. "Oh no problem!" I thought to myself, naively. "Those things cost really low level materials! And I'm lv80 in all my professions! This will be a breeze." 'Tis not a breeze. Oak wood is fine, I just run around nivla forest clicking and get lots. But the fish. I need crazy amounts of gudgeon and trout for the other main blocks, and I can't seem to think of a good way to go about it. I thought about just buying some of it from the trade market, but not a lot of people are selling early-level fish, so I probably couldn't buy all I need anyway. And it's also strangely expensive? At least when I looked earlier today. Anyone have any tips?
