Assassin/Ninja Need Help On Weathered Build

So yea, I recently spend all my money on a weathered and was thinking of a build, I come up with 2 build but I think it could be better. So I would like to get some advice on it :D

1) super fast 8k spin (problem with this is the attack speed, meaning I can't always activate mana steal)

2)super slow 7.8k spin (can activate mana steal but 2 mana cost for spin, if you put remaining sp in int, you can get 2 mana cost for spin)

both of these builds will get 1 cost spins with sslow and a ton (probably even too much) mana sustain
