In the Volcanic Isles. Forgot the exact coords but I think there's a path there.

 

Mirror's edge and phage pin already easily gives 1 cost movement spells. Anything -51% and above gives 1 cost to a 4 cost spell. It doesn't really make any sense to use both unless you want 0 cost for some reason.

 

this isnt even possible, 51% is the cap completely.

Alright the Boss Altar is called the Magmastream Core and it is located here for anyone wanting to do the boss:

I tried the new boss altar, I can see it being pretty intimidating at level

Expect Shots to make a comment on it, I saw him fighting the boss in playerghosts

I got all 3 rewards and an extra rythmn of the seasons

fought it at level, it was ok for the most part (assassin bias)
the charges are very punishing as they will do I wanna say 1-2k damage which at level is pretty much half your health
if you can avoid the charge from the boss and its minions you'll be fine
