Assassin/Ninja Lvl 74 Assassin Build W/ Jingling Jester

Can someone help me create an assassin build around lvl 74 (preferably with Jingling Jester but not necessary if that is just a bad item)? Any tips on what stats to prioritize would be great too :)

The -hpr shouldn't be too much of a problem as long as you don't just afk ingame with the build. The Stealing% from Ring of Rubies is very helpful for Jingling Jester's HP sustain, and is an important part of the build. The rest of the build is just general spell/elemental damage and mana sustain slapping + Lazarus' Brace to counter most of the -hpr.

Eyes on All is very good if you can get your hands on it, since it'll most of the time bring your attack speed to Super Slow, making it good for Mana Steal activations (main attack dmg doesn't matter in this build). If you can't get your hands on an Eyes on All (can be got from Trade Market or Nest of the Groostlans raid), Royal Stormy amulet is an alright replacement, which will take the build more towards full spellspam instead of mixed mana.

If you dislike the -earth defense, you can also replace boots for Abysso Galoshes/Cursed Jackboots (build), though this does take the build towards full Spellsteal, really requiring Eyes on All.
