Quest Progression Reset And Stuck

I completed the quest "A Sandy Scandal" yesterday which gained me the access to Almuj Bank. However, I find myself blocked from accessing Almuj Bank today. The quest reappears in the quest book and the progression was reset to the stage where I need to find the source of the detonation. I tried to complete the quest again but got stuck in the stage which I have to talk to the Almuj Bank Guard, the guard keeps repeating the same dialogue "Have you been reading the witness reports?" I also tried to search the locations in the previous stages of the quest and played all the cutscenes again but that doesn't help me progress the quest. How can I solve this problem?
