Tailoring Crafted Ornate Shadow Cover?

Is there a recipe for legs with around 4000 health with spell damage (% and raw), and if you can thunder defs?

 

you can only get % elemental def, not raw, which isnt as great, and its not really worth getting

you can get raw ele def though lol
use powders when making the crafted and there, you now have raw ele def on a crafted without assigning any powders after the item was made

 

okay yea but it still isnt useful
