    It was added in 1.20.1 hotfix#1, and may be used for the renewed Bob's Lost Soul quest to get one of the depressing weapons, although I am not sure. I couldn't use it when I tried.

    It's between the entrance to the Twain mansion and the Tower of Ascension area.

    Thanks, I found it on my Ninja class that hasn't done Bob's lost soul yet and I got this message when I followed its orders: huh.PNG

    Can confirm these are used in Bob's lost soul, there is a bow, wand and spear version of it as well.
