Effervescent Dagger

TL;DR: I found a Effervescent Dagger but don't know what it is and why it won't let me use it
I was walking around Neesak and found this dagger, I don't remember it being here before so it might have been added with the new patch and/or its hotfix.
I picked up the dagger and took it to the top of a nearby dark pillar, and it had some dern-like stuff on top of it, but when I got close it took my dagger and gave me a warning, saying I wasnt ready. I tried this on some of my classes, including my best one that had all quests done and all neesak and silent expanse discoveries, but it still didn't work.
As a note, the "puzzle" and parkour felt like something from early Wynncraft, especially due to the fact that it said "Shears" instead of dagger in the warning, but the dern looking thing is definitely newer, in my eyes.
