    I don't think so, I'm not rich enough so I can't test this in-game, but the major id says "you no longer drain mana" and nothing about regenerating mana so mana regen prolly won't work when in vanish

    No, it blocks off all the forms of gaining/losing mana, including spells, so you can cast a spell while in vanish, and it'll be free
