    If you mean gathering tools, level 3 tools don't exist. You can buy level 5 tools from tool merchants though.

    You can buy tier 3 tools from the decrepit sewers dungeon merchant, and higher tiers from higher level dungeon merchants.

    You can get T3 tools or higher from dungeon shops :)
