so if the number you get at the end is negative, it should round up to positive 1, for example with panic zealot
and how does it work if you cast it multiple times in a row, how is it calculated so that after a certain number of times the spell cost starts to increase

 

Lemme give you a version which includes that:
How spellcost is calculated:
1. Apply int
2. Round result up and apply raw spell cost id
3. Apply % spell cost id

4. Add +X to spellcost if the last X-2 spells were the same spell.
(This is the increase if you cast a spell multiple times in a row. +X can't be lower than 0.)

5. Round result down (if result < one: result = 1.)

In practice this means that 100% spell cost does not reduce the extra spell cost. But raw spell cost does allow you to keep 1 mana spells.
i.e. A warp with -92 teleport cost will allow you to teleport with 1 cost teleports for a very long time. But Panic zealot does not allow you to aura at 1 cost for an infinite time.
