Bucie Clock Tower?

    There is a "Bucie Citizen" NPC at -1401 43 -4709 and he speaks of an old, broken clock tower in town. I've searched all around the town, and I can see no clock tower nor clock of any sort anywhere near Bucie. Is this something that was removed/added for 1.20? Am I missing something obvious?

    I figured it must have something to do with that (which I haven't figured anything out) but where is the actual clock tower? If that's spoilery then you can pm it to me or something but I can't find anything that even resembles what he could be talking about.

    the clock tower's not in the town itself but it's somewhere nearby. the thing it's used for isn't accessible yet though
