Ever Seen A 3/4s Mana Regen Stave Of The Legends?

(For those who don't know, Stave of the Legends is a level 70 wand that comes as a drop from the boss altar at the Temple of Legends.)

Context: I have been making a set that uses Stave of the Legends and primarily concerns its mana regen, which maxes at 3 mana/4 seconds, as according to the wiki and other sources (wynndata, wynntils item guide). I have rolled/rerolled at least 20 of these wands after upwards of 3 hours of grinding the boss altar, and have only seen 1/4s or 2/4s mana regen wands. There is an approximate 0.03% chance of this, assuming that I have only rolled 20 (I have rolled more).

I am just wondering if anyone has ever gotten/seen a 3/4s mana regen Stave of the Legends, as the title suggests. I wonder if there was some misinformation conveyed relative to this particular item, or if I am really just that unlucky...
