Would This Ever Be Useful?

    The negative spell damage is a bit of a let down but the negative attack tiers and mana steal are definitely pog for life steal mana steal builds (spell steal). It seems to be a Tenuto (legendary necklace with negative attack speed, positive spell damage, dex and def reqs) that doesn’t lock you into Thunder Water Fire.

    To explain to anyone who doesn’t understand why negative attack tiers would be useful, it should be known that the slower your attack speed is, the more likely lifesteal and mana steal are to activate. Slower attack speeds also take less attacks to charge up powder specials.

    Edit: Given a bit more thought, it’s kinda outclassed by Atlas and Tenuto although it does give decent mana steal for an accessory. Atlas doesn’t have reqs and has lifesteal. Tenuto has pretty good spell damage for an accessory. Despite the fact that Eyes on All doesn’t lock you into TWF like Tenuto, TWA doesn’t really provide many lifesteal pieces and TWE is a meme. You could probably run a TWA build using Eyes on All and Cluster (since cluster has high life steal) but then again, why use Eyes on All when you can use Atlas. Sure, Eyes on All gives mana steal but TWA is generally more based on Mana Regen.

    Eyes on All is low level though so ig that’s good.

    it is also level 60 so it is partially intended to see use there. For a level 60 item it is quite strong.

    For mana and life steal based builds which focus on spell damage rather than melee (aka spellsteal), a slower attack speed is a positive.
    The highest mana regen necklace has 2/4 mana regen
    The only other 3/4 (highest for necklaces) mana steal necklace also has -1/4 mana regen.

    Which makes this the best mana gain necklace out there, at the cost of 8-14% spell damage and some negative elemental defenses.

    So it's situational, but definately good.
    I'd argue it's better late game since spellsteal and/or heavy hybrid have much more support there.
