Clearing The Camps...

So, I've just entered llevigar and doing the clear the camps quest. I've killed Elisu and Ceifko easily but when i get to Veltu's camp, he doesn't spawn. Anyone knows why?

 

I had this issue too, but it turns out I was just in the wrong area. If you're in the camp with the tiny orcs, there should be a breakable floor somewhere in the camp. It has a name tag like a mob, so you can slightly see it through walls and stuff

I can't seem to find Ceifko? I've found three camps that have green flags but one of them doesn't have a named NPC or any secret passageways, just a totem. Any help?

The clan was called Mistdawn, if that helps
