Glare Does More Damage Than Sage, Is That Normal

Title. Just checking, I recently died and lost my Glare, and so I got a Sage. I'm going to keep the Sage regardless, because EXP and loot bonus, but I think my Glare did like 400 more damage with the Meteor spell. Both of them have Tier IV powder(s, the Glare has two slots while the Sage has one). The element the Sage's powder uses is water, and my highest stat is intelligence.

sage is more for the xp bonus than an actual combat wand
