How Do Crafting Ingredients Work?

I have played the game into the higher level range so it's not like this is my first playthrough. With that out of the way, I have a question with ingredients. I tried crafting a spear at level 1 using level 3 ingredients. It worked. Why? Shouldn't I have to be level 3 in that crafting profession? Or is it a specific range?
For example, do I have to be lv 1 to use any ingredients that are lv 1-3?
Or, is this a bug?

 

I think its combat lv required or crafting lv req based. you can use lv 3 ingredients if your lv 3 crafting+
