What Do I Do With My Tier Iv Thunder Power

I got lucky and with some upgrading I got a tier IV thunder powder as a level 23 assasin, my question is: What do I do with it, do I put it on a Granite-hewn shears? Or do I save it until I find a better weapon?

 

save it for a good weapon
preferably something with super fast attack speed to make most out of it

You can save them or use them on a good thunder weapon

 

t4s arn't *that* special, especially as its so cheap to upgrade them so
