So the main stat that Mages/Dark Wizards should level up would be Mana Regen, which is closely tied to Intelligence. I will explain every part of the build if you would like me to go into detail, and the build is kind of cheap for the endgame (I think it costs between 8-16 LE), and I will also go into substitutions of each piece, mainly for better versions that are more expensive.

The structure of the set is the Armor and Weapon will provide the Mana Regen boost, while the Accessories increase your survivability.

    Helmet - Third Eye
I have Third Eye there for a good reason, it provides a great amount of Intelligence for a Helmet, being 12, and it also has a high Mana Regen stat if you get lucky, ranging from 1/4s to 4/4s, and also provides a buff to ele defenses if that matters that much to you.
    Substitutions:
    Pisces
Because of its Strength requirement, you might need to replace some parts of the build for it, but it provides a Mana Regen boost from 1/4s to 3/4s.
    Fenmask
Basically a weaker Pisces with a Strength requirement of 30, it provides a Mana Regen boost of 1/4s, so it's kind of viable, it also provides a Health Regen bonus as well to keep you alive.

    Chestplate - Aquarius
The reason why this is here is, like Third Eye, has a super high Mana Regen bonus, being anywhere from 2/4s to 7/4s. There is no reason not to have Aquarius unless you have a better substitution for it.
    Substitutions:
    Time Rift
While it does take away Mana Regen, it provides something much better, the Sorcery Major ID, which lets you cast a second spell for no mana cost 30% of the time.

    Leggings - Ophiuchus
This has the highest Mana Regen stat of most Leggings, and it does provide a Spell Damage boost.

    Boots - Memento
Memento is a pretty good item for Mana Regen builds, however, it severely compromises Life Steal, which is a problem if you are trying to balance the build with Life Steal.
    Substitutions:
    Gaia-Hewn Boots
This pair of boots only has a Strength requirement of 40, fitting the skill point budget, and always has a Mana Regen stat of 3/4s because it's purchased from the Qira Hive, and also is a very tanky pair of boots, which makes this also tanky. However, it subtracts your Agility and Dexterity skill by 30, and also means that you have to turn whatever Qira items you have into the Gaia-Hewn Boots.

    Ring 1 - Old Keeper's Ring
While it does decrease HP and Health Regen, it has the Greed Major ID which makes it essential to this build for survivability. How the Greed Major ID works is that you kill mobs and pick up their emeralds to gain 15% of your Max HP back.

Ring 2 - Diamond Hydro Ring
This is a good ring to provide minor stat boosts to the build, mainly Mana Regen and 5 Intelligence. It also provides a Water Damage and Defense boost.
    Substitutions:
    Gold Hydro Ring
Basically the Diamond Hydro Ring but with no Mana Steal and 4 Intelligence instead of 5.
    Summa
While compromising your Thunder and Fire Defense and Health Regen, it provides a Minor stat boost to Mana Regen, and also gives +4 Defense and Dexterity and +1 Strength and Agility, being a good jack-of-all-trades ring.

    Bracelet - Anya's Penumbra
Anya's Penumbra is obtained through the Fate of the Olm secret, and is a pretty good Bracelet for the Intelligence boost, being 15, which is pretty high for most bracelets. However, it does come with minor penalties, mainly to Soul Point Regen and adding 1 more Mana Cost to your Movement Spell.
    Substitutions:
    LI Hydro Bracelets
It provides a good and minor Spell damage boost and gives an Intelligence boost of 4-7 depending on the tier.
    Prowess
Like the ring Summa, it's a good jack-of-all-trades item, giving +5 to each skill, and an HP bonus of 425.

    Necklace - Royal Stormy Amulet
Before you say that the Diamond Hydro Necklace is better, I know that, but from what I've heard, it's getting nerfed in 1.20, so this is the next best option, providing a minor boost to all the main stats of this build.
    Substitutions:
    LI Hydro Necklaces
For the time being, the Diamond Hydro Necklace is the best option for the build, and you can use lower-tiered versions of the LI Hydro Necklaces like the Gold or Silver one.
    Contrast
It provides a minor stat boost to Mana Regen while also providing a boost to other stats that the build is lacking on.
    Charm of the Tides
It provides a minor boost to Water Damage and Mana Regen, but it compromises Spell Damage, which won't be as ideal as the other parts.

    Weapon(Varies depending on class):
    Wand - Nepta Floodbringer
This wand is a good, cheap wand for Mages. It provides a minor Mana Regen bonus, while also giving a huge bonus to Intelligence and Water Damage, and there are substitutions that are more well-known than the Nepta Floodbringer, however, it also makes them more expensive or harder to get.
    Substitutions:
    Preposledni
Hard to pronounce, but this is basically a cheaper and more air-based Nepta Floodbringer, providing stat boosts in those areas, but mainly in Water.
    Bonder
It does provide a high Mana Regen boost but also compromises on damage, mainly spell damage and exploding, which isn't ideal.
    Cascade
A very good Rainbow Wand, but the problem is that Rainbow Damage isn't necessarily ideal, and takes away 6 of each skill, which means you have to reassign each skill 6 points, only leaving 25 left for you to assign.
    Lament
Of course, I could not forget the Mythic Wand that is Lament. It does have a high Intelligence requirement, but every Id of it matters, it has an Intelligence boost of 20, one of the highest for Wands, lowers your first spell cost, and has a high Mana Steal ID, so if you have some stacks of LE to burn, put it on this wand for the build.

    Relik - Cryoseism
It provides a good bonus to Mana Regen and an Intelligence bonus of 15. It's the ideal Relik for the build.
    Substitutions:
    Kivulu
The Unique Relik for Shamans. I like to call it The Nothing, Shaman edition, as it deals either no damage or a lot of damage (Insert Phil Swift meme here) and provides a boost of 20 Intelligence instead of 15.
    Royal Hydrangea
While it does take away Air and Water Damage, it does provide a large boost to Intelligence and Agility, increases Spell Damage, and makes your Totem spell cost nothing. It also provides a decent boost to Mana Regen.
    Stormdrain
This Relik provides an excellent boost to Intelligence and Mana Regen as well as Water Damage, but adds 1 more mana cost to each spell, and takes away Spell Damage.
    Hadal
The Mythic Water Relik for Shamans. It provides a massive boost to Mana Regen, being higher than Aquarius's, and also giving a lot of Spell Damage as well. However, it does add the amount of Mana you need to cast spells by one and either doubling or adding a quarter of the cost to your AOE spells and your fourth spell.

    Bow - Stormcloud
Spring's younger brother provides a decent boost to Intelligence and Mana Regen. Not much else to say here.
    Substitutions:
    Spring
And I cannot forget Stormcloud's older brother, Spring. It takes away 40 Dexterity and makes Thunder Damage less effective, but it heavily boosts the main stats that the build prioritizes. It gives 1-4/4s of Mana Regen, 20 Intelligence, and either a minor or significant boost to Water Damage. It also takes away 1 mana cost for Bomb Arrow but adds 1 mana cost to Arrow Shield, which is really the only drawback for the build.

    Dagger - Manna
The name of the dagger corresponds with what the Dagger is for. It prioritizes not just Intelligence, but also Strength. It also provides a minor boost to Spell Damage as well, which is a good thing.
    Substitutions:
    Rewind
The poor man's Nirvana, Rewind is a good dagger to replace Manna. It only provides a boost to Mana Regen, but also has the Sorcery Major ID, which is ideal for the build.
    Nirvana
This dagger provides a decent boost to Mana Regen, but also provides a stupidly high Intelligence bonus of 40, as well as having the Transcendence Major ID, which is amazing for this build, as it makes mana cost additions irrelevant.

    Spear - Tidebinder
A good option for the build, it provides a decent addition to Intelligence and Mana Regen, and also gives some Water Defense.
    Substitutions:
    Bedruthan
At first glance looking at the ele damage only, it seems like it's an Earth Spear, but provides a Strength and Intelligence boost, as well as decent Water Damage, Spell Damage, and Mana Regen.
    Idol
The Water Spear. It provides a high Intelligence boost and Mana Regen boost, and also takes away enough Mana cost for Charge, which is very good.

That is my build I though I would share. Please leave constructive feedback, and a merry Craftmas Eve to yall.

there's wayyyyyyyy too much mana regen on this build, you only need around 10 or so with those costs. The damage is bad, about half the average for Nepta. The build is also fairly glassy, though OKR does help a bit. It still can get oneshot by Cybel etc.

Diamond Hydro brace is definently a better option over Anya, you don't need that +8 int. You could also use Dragon's Eye bracelet for cheaper meteors.

You could switch chestplate to Time Rift for damage and the Major ID. Once again, the mana sustain would still be fine.

Since the build uses no Master Hive, I see no reason not to replace dia hydro ring with Intensity. Another option is to replace necklace with Contrast, which also counters OKR's -hpr. In this case switching dhydro ring to Yang is a fine choice.

These are just some suggestions, and there are many ways to improve the build. To put it shortly:
    - more damage
    - more hp
    - can decrease a lot on the mana regen

Yeah true, it's kind of made more for support classes rather than a damage class.
Edit: Also kind of why it prioritizes Spell Damage above everything else.

even for a supportive style 20/4 is just. excessive. for no reason.

if you want a supportive style, i would recommend trying to invest into 1 cost heals and ice snakes, and then, when you cycle them, at a reasonable speed, you can get by with like. 10 or so mana regen.

also damage is pretty abysmal for nepta, but i guess you wanted supportive. at this damage point though it's probably worth just using koh (assuming by "supportive" you mean for supporting other people)

Yeah true. In all fairness, it was my first time thinking of a potentially decent build for Mages, so I think it is a bit excessive now looking at it. Also kind of made for Spell Spammers like me spamming meteor at a boss like The Eye.

    12/4 is my standard
    for steals too
20/4 is cool if you can get it AND have good spell damage (not really)
i think you are going in the wrong direction lol
