Sandy Scandal Glitch?

I've been doing this bank heist for a solid 20-30 minutes, defusing the bombs and all. I'm lvl 41 so the bandits do basically nothing to me and I just throw down my totem to kill them.

But it feels like the mission will just not end at all. I tried purposefully failing and doing it again, but the same issue just continues to occur and it just refuses to do anything but defuse tnt for 15 minutes. I wish I could just skip this dumb mission, but I can't as it's your only way of getting the Amuj bank.

Can someone help me with this on why it just refuses to work? I tried looking at guides online to see if I did anything wrong, but it just worked for them after a few defuses. While mine never ends. Do I need to keep the bandits alive or something?
