Well, I can point you to this first.
    https://www.wynndata.tk/items/
It has a database of every item, a build maker, a custom item maker, crafted items maker, etc.

Here's a guide that should explain powders as well.

okay so there are two ways you can do this
one is using Wynndata, as Justice said, to make a build and the damage will be given in the build stats
but basically how spell damage works is that it multiplies the average damage by the attack hit per second to calculate the total spell damage
here is a chart for attack speed of each tier
    Attack speed hits per second:
    Super Fast: 4.3
    Very Fast: 3.1
    Fast: 2.5
    Normal: 2.05
    Slow: 1.5
    Very Slow: 0.83
    Super Slow: 0.51
so multiply this with the average damage dealt by the weapon and you get the spell damage
but tbh you should use wynndata ngl

Well, the best way to learn is practice. Trying to understand what is a good or bad weapon without much experience isn't going to be very accurate. Using weapons with a variety of stats will help you learn more how much each stat works in combat and how important/ effective they are. Typically, higher tiers of weapon and armour (and accessories) are better; mythic>fabled>legendary>rare>set>unique>common. In addition, level plays a role; higher level typically is better than lower level. Another, arguably more important thing to consider is that an item that fits your build is far more useful than one that doesn't most of the time. The only way to really learn what works and what doesn't is to practice and see what other people are doing, and to try and learn from that.
