    At 40, I'd say Nemract's Rage. it's only lvl 30 but it gives 3 mana regen max and 30% spell damage max. It's quite nice for a lvl 30

    There's a level 45 bow called Deadeye that you can get from the Sunrise Canyon boss altar. Super slow attack speed, but it does an insane amount of damage and has the major ID "Hawkeye", which changes arrow storm into 5 super powerful arrows.

    Deadeye is the obvious choice here as @CaptainTurko said. It's not even a contest given how strong it is.
