No, Wynncraft is english server.

A lot more people speak english and thats why its an english server. Adding other languages would be a lot of work and mostly unecessary... exept a german Wynncraft ofc

 

As far as I know, most if not all the quests have been translated to french on the wiki, so if you're struggling with quests because of a language barrier that should help. You can just go to the wiki and look up the quest you're doing, then it'll show that quest, and the french translation will end with /fr. That way you can at least read the quests in french.

He doesn't ask that the server be French but that the quests/ discussions ingame can be in French....
Like being able to choose the language at the beginning of your game
All quests are translated on the wiki. I don’t think the work requested is so important since the translation of the quests is already done.
It would have to create a plugin and I don’t think it’s that hard to do seeing what the Wynncraft team is capable of.

 

Rememberr that tho is really complex , so it might be harder than you think.

Also it really is not a priority, as most of the modern world can speak english and they have a lot of things to do, for example fixing bugs
