Can You Scrap Up To A Helmet Skin?

Ive been opening my daily crate for every day ive had Hero (every day that ive played obviously), so naturally ive scrapped a lot of things. I believe i know how the basic rarity tiers work:
Common > Rare > Epic > Godly > Black Market (?)
And ive been scrapping for so long that i now have 4 godly items, but ive been wondering. If i scrap enough God tier items (im guessing that will make a black market because im able to put my 4 godly items into the scrap bar), can that give me a helmet skin? Im guessing helmet skins are black market since i almost never see them, can i scrap up to that?
