Help With A Broken Quest?

So, I was playing the quest The Envoy Part 1 where the Corkus Delegate tours Corkus, midway through the quest I crashed and logged back into the game. So now, the guy is gone, and when I go back to the docks where you initially meet him, he is not there, apart from that, The Quest book still says "talk to the Corkus Delegate". Far as I know, the quest is forever broken, but maybe there is a fix to this?

 

try to go to Selchar and enter Wavebreaker again, maybe it will help (I had similar problem with part 2)
