Quick disclaimer: This has not been confirmed by the CT, and is only a theory.

So, we know from Fate of the Fallen that the Temple of Time can be used to travel back in time, although you cannot alter the past. However, in Craftmas Chaos, you alter the past, so we know that travelling back in time and changing it is possible.

Now, Time Valley is in ruins, with only the grandest structures left. We know that the Olm built it, with them possibly knowing time magic. I think that with the Olm fleeing, they activated a curse on the Temple, so the past couldn't be altered, to protect it from the Darkness. After all, they developed the Tol Altar, and could enchant things with time magic, like Asher's shovel. It doesn't really make sense that they wouldn't be able to create a structure that can draw on much more power, to do the same thing.

Now, if they could change the past, you'd probably be thinking that they would keep travelling back, until they triumph over the Dark. This is actually an integral part of the theory. They probably failed the first, went back in time, lost the second, went back in time, etc. Now if repeated enough, this would lead to them winning.

But if the Dark had spies, they would know that the Olm could travel, and would have probably gotten lucky around the second or third time, and found out about the Temple. Now both sides know the future of at least one timeline. Probably after a few timelines, the Dark realized that the Temple was giving the Olm a bigger advantage since they could always travel back, while they had to infiltrate the Olm each time.

After this, they probably managed to either destroy or curse it so that only they could use it. Seeing this, the Olm might have activated a failsafe of some kind, overpowering the curse or making sure that no one could rebuild and use it. And so, we have the Temple of today, ancient and mysterious.

Now I know that this might not be true, and it may not even be likely, but until we get more information, this will have to do.

Addendum: Since the Olm have a Tol Altar in their basement, it's possible that they were also runemasters or something along those lines.
