Ternaves Prison

A large majority of people probably know what the ternaves prison is. If you don’t know it’s a prison that’s right next to ternaves, look on the map it’s huge. anyways

why is it there? And why is there no mention of it in game? Not even a random npc or a world event or anything. Just a blocked off area that’s been in the game for years. Was it just abandoned or something? It looks pretty but it’s completely blocked off so is something gonna happen with it?
