A friend of mine got banned because he switched his name to an offensive one, but a mod said that if he changes his name he will be unbanned, after he switched his name he got accused of "ban avaiding" and was permabanned (he did not use an alt if u are asking).

But even if he did, wouldnt it like not matter? The only problem is the name, he didnt break any rules and they even said if he swicthed his name he could play again, so why would it be a problem to play on an alt?

This would count as ban evasion so would technically not be allowed.

If it was just a silly name change he/she made in the spur of the moment without thinking try:

To create a ban attempt, I'm not sure if I'm allowed to send that as I'm not a mod but that's what I would do if I ended up in that situation

As someone who's not part of the moderation team, I must admit to not completely understanding the automatic or manual processes that work for banning; From what I can put together, it's likely that since name changes cause a lot of janky interactions in wynn (see every guild problem ever), the game has some program that automatically bans accounts with different names from the same IP as somebody who is banned, to prevent actual nefarious ban evasion, and this is just an unfortunate case of the manual and automatic moderation systems canceling in a bad way.

Obviously, I'd suggest making a ban appeal, and as far as I can say myself, I have to agree with your argument that alts for a banned name should be allowed, but then again I skirt pretty loosely on the side of law compared to moderators, so I'll see what their thoughts are.
