Archer/Hunter Help Might Need Help With Time Rift Build

Due to the Major ID, I decided to make a Time Rift build.
Anyway i have no idea wether it's decent, since i cant test the build, cause im broke ;)
So i was just hoping someone could just take a look at it and tell me wether it could work.

okay so basically..

the build is below average
you already have 30% chance to get another spell for 0 mana, why do you want 15/4 mana regen?
i would at the very least replace riverflow and third eye with something else.
also why use atlas if you have 0 mana steal.

and since you have so much leftover mana, the damage is lacking quite badly.

Im not that experienced att making builds and it seems like, this one is a total failure.
