Highest Level To Rarity Farm?

I have found a chest where I would like to rarity farm, and I obviously want the highest loot bonus possible for that level. I looked on wynndata and noticed how loot bonus items get better as the combat level increases. My question is what is the highest level I can be to get rarity so I can wear better loot bonus items? As a level 2 I sometimes get 4 - 8 items, so is it possible to get 0 - 4 items as a level 6?

 

Yes, but lvl 1-5 is recommended

 

Do you know the exact highest level? Currently I know it works for level 2 but not sure about level 3 and up
