Resource Pack Not Working

Hello everybody! Hopefully you are having a nice day/night. My problem is that no "legacy" file downloads into my server-resource-pack file. I have tried to manually installed the resource pack but things still look weird. For example, the wood block texture is a head, when I assume it should look like wood. I have tried it in 1.14, 1.12, 1.15, and every time nothing loads into the server-resource-pack file. I have tried to turn enable and disable the resource pack a few times. But, nothing works. I don't know what the problem is. Help would be gratefully appreciated.
