Server-resource-packs Folder Not Creating

So what did happen Redstonestick did you fix it? if you see this i have the same problem ...

 

I have found the pack, if you guys aren't too fed up. I have it in my server-resource-packs folder but I don't know if you want to download it from some random internet person (I promise that this is from my server packs, I changed the name to .zip so that you can use it in MC) just pop it into your NORMAL resource pack folder and you're good to go! then u hit this button. feel free to scan with whatever virus protection thing your computer has (I know what it's like, downloading from somewhat sketchy people

then u drag it into resource packs folder (don't worry about my other weird ones)

then when in Minecraft, turn on the resource pack. make sure you're in 1.12.2.

Well... i found a way to fix it yesterday.
Simply use a vpn while joining the server. It fixes most of the connection issues. I think it might be something about your region. Vpn makes it load properly but also makes it a pain to wait. I think its a fair trade considering you can turn it into a .rar file.
Also it fixes the unfixable error code -9 on minecraft bedrock.
Sometimes vpn might fail. Then just reboot your vpn app
