SPOILER Did Bob Visit Farcor?

In the quest The Fortuneteller, you visit the ancient dragon Farcor, who is living in the clouds.
If you wander off the path you can find a little camp.

 

Could've just been 4 cowboys having fun in a tent in the clouds :)

I legitimately thought Siegfried was some dude/merchant ring who made up wild, crazy stories that the player eventually (or fortunately) completed very soon after the rumor begins, thus attributing those accomplishments to an unknowable hero, and forcing the player to remain an unacknowledged hero. I feel like that is one of the more legitimate reasons why the players exploits aren't sung to the people. I'd like to think Bob made it to Farcor in search of a way to stop the corruption, would be interesting.
