    The sea has villagers in places, and also humans. Then there are the vikings in the Ice Islands, who are oblivious to either. And Santa, who's... planning something. Pirates, Zhight, mages, a ruthless warlord and his forces, miners, archaeologists, you name it. It's not labeled as its own province like Corkus, so what is it?

    I've always personally assumed that it's some sort of open and neutral territory, and that any group or province can settle on an island if they want to.
