    Health Regen % still doesn't seem to work correctly for me though. I have a Guardian build which regens roughly 1000 HP at a time with +52% HPR%, but it only activates once every 4 seconds. Even when it isn't lagging it is always every 4 seconds.
    Surely the HPR% is meant to make me regen health more frequently?

    Health Regen % doesn't increase the rate of health regeneration, it simply multiplies your existing Raw Health Regen.
