Any Profession Need Advice On Crafting Weapons

Hey,
If I want to get the most damage for spell builds out of a weapon should I go only powder (for example 2*t6, 2*t5, 2*t2) or only spell dmg boosting ingredients or a mix of the two or sth else completely?
I know this is dependant on the rest of the build but what is you general opinion and why?
Edit: Is that also dependant on the element and class? If so what would you say for a air or water now?

 

don't use powders as crafting ingredients
they got nerfed and suck
