Any Class Help Whats Better Mana Regen Of Steal

Hey, so I was wondering what better mana steal or mana regen.

 

both are good but if you choose mana steal it's better to use super slow attack speed so it would trigger more frequently. you will need to melee attack to get mana.
with mana regen you can spam spells without having to melee attack unless you want your powder special to charge up.
by default you have base 5 mr (if you have +0mr identifications)

 

I have very fast attack speed so mana regen right and what's the difference between the 2

 

mana steal needs melee attacking
mana regen doesnt

(there are some spells that also steal mana but most dont)
