is theres way to improve this build

Running ETW in LI is basically asking for it, unless you have some way of compensating for it.

Replace Memento with either Capricorn (you may have to transition to TWA since Chaos-Woven Greaves kills your AGI) or Sine, Ornate Shadow Garb for Discharge (risky gambit, but gives you 70% Thunder damage), 2x Gold Static (if you don't have Diamond Static Rings) for the abominations on your build, and Anya's Penumbra for Megabyte.

On Archer, +1 2nd Spell Cost is not that punishing unless you're doing the Escape Jump trick or actively ground-pounding, as it gives you 3 minutes of speed.

I'm not an ETW specialist so take my words with a grain of salt.

Earth water thunder is far too squishy especially on archer in the current state of the game. I highly recommend that you use something other that chaps woven greaves
