    I've heard that Chain Lightning makes lifesteal and manasteal apply with a 100% chance. Is this true?

    I've also heard that Chain Lightning multiplies lifesteal and manasteal. Is this true? If so, what is the multiplier? Or, does it only apply to lifesteal?

    Neither are true. Chain Lightning is just multiple boosted melee hits - each strike will proc manasteal and lifesteal exactly like a regular melee hit, you just have a lot of them.
