Tailoring Water Pants

Hi, I like the Water Sanctuary pants but it makes my build a bit glassy because it doesn't have any health. So I was asking to myself if there wasn't a crafted alternative to this pants.

So I'm asking your help to know if it is possible :)

I want it to have :
-at least 85% Water Damage bonus (can be compensate with spell damage bonus)
-if possible, at least 5 intelligence skill point bonus (that's not an essential point)
-at least 2500 health
-at least 200 durability (can be a bit less)

there arent good enough water dmg% tailoring ingredients so your best bet is spell dmg instead.

also, skill points on crafted gear dont do much.

Could you provide your build? Just want to see if spell damage%, spell damage raw, or water damage% would work best. Also, intelligence reqs.
