That was literally the first recipe I looked at. I don’t consider that to be “around 19-21%lq” considering it has a 37.5% chance to roll 19 and a 12.5% chance to roll 21.

 

37.5 + 12.5 = 50

So it has a 50% chance to roll in the requested range? And that's impossible?
