You can't, when Silent Ballet still had spell cost % of below -100 and high negative raw spell cost it wouldn't let you cast spells because it'd cost more than 20 mana, so I assume 20 mana per spell is the hard cap.

Why?
Immagine using this with guardian. You would give every other player +50% more healt because 50% of the dmg would be redirected to you when doing a dungeon for example. You wouldn't be albe to fight but you teammates would be a lot stronger.

 

Too overpowered. Just slap this on any build focused on lifesteal or hpr slap this and immortality. And then 100 hpr seems quite a small amount on this thing.

 

ohh bruh I compleately forgot the negative walk-speed. And why too overpowered? You cant even do damage with this item. So yea you are (almost) immortal but you can't kill even a single mob.
hmm you could probably also change it like this... no lifesteal and no walkspeed. Possibly also a major id which gives blindness

 

Good to know that will come in handy for making hypothetical heavy spell items :)

why would you ever use base -20% on 3rd spell cost, this is literally the base 2 problem all over again

 

The XP bonus is almost pointless

This could use balancing, but I think the down sides make it fine:

The idea behind this is to force the user to constantly heal to survive, but in turn give a very high amount of damage and cheaper spells. It also attempts to prevent usage of certain build types, such as heavy melee and mana steal.

 

1. Kill the +tier, you don't disincentivize heavy melee with +tier lol (this just means you can cancelstack to make it an OP melee weapon)
2. You can effectively disincentivize heavy melee with a bit of lifesteal penalty (do the calcs to check the values, so it disincentivizes it to the extent you want, rather than guessing)
3. Check the balancing on spell costs. At the very least, there's no reason to use base 3 2nd spell when the min value is the same as base 1 - it's just extra RNG for no reason. Likewise, consider using more specific values for the 3rd and 1st percent costs (actually I'm not sure why you have those as percent since the weapon already significantly pushes against melee). I'd also change the mana steal to base -4, for the same RNG reason.

I'd want to test it on mana values to be sure, but aside from that it might be pretty neat.

-sp on weapons do not affect meeting sp reqs, if that's what you mean when restricting taurus
