Resource Pack Does Not Load

When ı tried to join the wynncraft server, It didn't load wynncraft resource pack. I tried to enable resource packs, looked at official support, even tried to search every resource pack related topic on forums(failed on every part but still ı read like 40 topics about it). And then ı realised that ı don't have an server-resource-packs folder on my .minecraft folder. And then ı tried to login on other servers with custom resource pack, they worked fine but none of them created any server-resource-packs folder. After that ı created server-resource-packs by myself, didn't work. I tried to create a .txt file named legacy, same result. I found some topics on forums that gave their resource pack name like "3e5d8085601cb8ff775fd1e5f849318bb7581905" and created another .txt file hoping game will fill it automatically, nope. Re did the last two steps with .json file, no result. I convinced my friend to send me his server-resource-pack file, appareantly it worked. Not for long tough. After wynncraft 1.19 update released it broke again with no ways to fix. And my friend does not play minecraft anymore. So ı am stuck with concrete and diamond axes.
